The Tactical Theory: The ability to achieve victory in any organized water war against anyone anywhere at any time in any situation can be acquired through an understanding of the actions, reactions, interactions, limits, and other underlying mechanics [both the possible and the unchangeable] in water warfare.
This Theory establishes the art of fighting water wars as almost a pseudo-science. Water wars, like any other organized system, are roughly predictable, have finite options, and submit to certain boundaries, in terms of what is physically possible. Unlike other systems, however, you can manipulate virtually all of the "natural laws" of water warfare and even set them against your opponents.
The Tactical Theory can be divided into two distinct parts:
Progression Levels [Personal/Natural]
Fighting Levels [2 of concepts and 2 of tactics]
The first establishes a context, the second gives you the tools to crush your enemy in that context.
